After a whole day searching I discovered that Relisys "hide" their Scanner drivers under their parent company's name at tecoimage.com.tw/ (Site is in English) Here you will find drivers, and other scan management software, for virtually all Relisys and Avec scanners in all O/S Win 98 - WinME. In the main files are in self extracting compressed formst. So open a new folder on your hard drive, down load to that and then, when download complete, click on the file and it will self extract to same folder.

(I used Episode as my folder name) From there follow the usual new equipment installation procedure pointing at the new folder when asked for the driver location.
